The upgrade from wwwoffle 2.9-2 to 2.9a-1 overwrote a local change in
/etc/wwwoffle/wwwoffle.conf (at least a comment I had added at the end
of the file, which disappeared).

Section 10.7.3 of the Debian policy says:

  local changes must be preserved during a package upgrade
