It looks like the problem I am seeing on the NSLU2 is similar to http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=81829 and all of its reincarnations. Historically, problem has been blamed on faulty lower level functionality (kernel, filesystem, hardware), but two different people started seeing it at around the the same time in Debian Installer daily build images, so I doubt that it can be hardware. This leaves kernel and filesystem issues, which if correct, would be bad.
I'm still going to try recreating the problem with the corrupted pkgcache.bin file after I've "fixed" it by manually installing a deb. However, I'm not sure that this will help resolve the cause of the problem. Let's see what happens.
