Hello,

apt-index-watcher should be removed ASAP.  The new libept and debtags in
unstable are able to rebuild their indexes without apt-index-watcher,
and in a better way.

I'm not yet filing for removal because the new debtags hasn't yet made
it to testing, but etch should not ship with apt-index-watcher in it.
