libscotchparmetis-dev installs them to both /usr/include/scotch and
/usr/include/parmetis.
The metis paths will be links to the scotch files. I reorganised a
little to start using cmake to build scotch.
If scotchparmetis has the links then it's likely just an oversight if I
missed metis.
Possibly I had true metis installed when testing other packages, so I
didn't notice scotchmetis was missing links. I'll look into it.
