The former is the case. The text is there to let people know why their app which calls cdrecord *may* fail, if it runs into a rough edge where wodim and cdrecord behavior don't match up well enough. So, I think that removing the text is probably a 'wishlist' request; any specific functional incompatibilities between the two might be bugs of higher severity, but this one seems to just be about the text at this point.
