Yes, installing libjpeg-dev satisfies pkgconf and the wmtv build
succeeds.  libdvbv5-dev is also missing a dependency on libudev-dev, I
believe.  I've created a merge-request to add them both.  Reassigning
the bug to v4l-utils.
