Not sure this is in fact a bug in wmtv:

  * wmtv requires libv4l1.pc
  * libv4l1.pc privately requires libv4l2.pc
  * libv4l2.pc privately requires libv4lconvert.pc
  * libv4lconvert.pc privately requires libjpeg.pc

I think libv4l-dev should depend on libjpeg-dev.  Will do some testing
before I reassign the bug.
