Many thanks for the pointer! I could separate the install indep and the install arch target a little better and therefore (hopefully) solve the issue. We are far from being perfect, i.e. we still do a full build for arch "all" just to get 2 transitional packages, but this may be sorted out later.Looks like you need to move some bits that are irrelevant for the binary-indep build to a override_dh_install-arch (or probably better execute_after_dh_install-arch) target.
