Our build system did not change between TL 2021 & 2022. The only difference is, that we introduced some transitional packages, which are of arch "all" and hence the sbuild is started for arch "all". Now the d/rules files makes some assumption about, which files are there after build, which differs between arch "any" and "all". What would work is to convert the transitional packages into arch "any", but I'm pretty sure some people would not like the idea.Looks like you need to move some bits that are irrelevant for the binary-indep build to a override_dh_install-arch (or probably better execute_after_dh_install-arch) target.
