Unfortunately,
it's dependent on the new libnotcurses3, which needs to get
through NEW. I'm not yet a DD, so I'm hoping my Application
Manager will be willing to sponsor an upload of notcurses 3.0.0
to NEW. Once it gets there, I'll upload the new growlight as
part of the library transition.

You don't need to wait with uploading growlight. It will just wait with building until the right version notcurses is available.

I think this all ought happen within 30 days, but feel free to
ping.
