If there is any remaining concern about upgrade compatibility, how about this:
In Bullseye, change the fam package to import the gamin source, and then bump the fam package version number. The fam package would actually be the same as gamin, and upgrades would avoid any packaging system deficiencies in choosing between gamin and fam for upgrade.
