We have created https://fasttrack.debian.net for packages like this which cannot go with stable releases and hence blocked from entering testing and backports as well. Mike, Would you like to maintain firefox in buster-fasttrack? I'm part of the team that maintain this unofficial service and maintains gitlab there. If you are okay with the idea, but does not want to do the extra work, I'd be happy to maintain it in fasttrack.
