Yes I agree removing dependency to texlive-generic-recommended and
adding dependency to texlive-plain-generic will fix the problem. There
is nothing that needs to be checked, as texlive-generic-recommended is
empty except for the dependency to texlive-plain-generic which is
available in sid as well as bullseye. So I herewith as Georges to do so.

That seems OTT, textlive-generic-reccomended is a transitional package
with no content and a dependency on texlive-plain-generic, so changing
the dependency to texlive-plain-generic should fix this bug without
breaking anything.
