Dear Alex, we observed the same issue yesterday afternoon (about Wed, 24 Oct 2018 16:00:00 +0200) on Debian testing. After some investigation without results we've done another apt-get update; apt-get upgrade and the problem disappeared. So maybe this was only a short inconsistence in the packages?
