I could only find one instance of this library anywhere in Debian:

usr/share/rails/actionmailer/lib/action_mailer/vendor/text/format.rb ->

Besides the fact that IMHO rails needs to be split up a bit more, we
need to either package text/format (which is a vendor sublibrary of
action_mailer) or make it work without it.  What do you think, Esteban?
