I can reproduce this with the 0.45 sarge package on an etch amd64 box, however if I compile 0.45 myself (with a fairly current gcc4 toolchain) it works fine. Libtomcrypt and libtommath were upgraded in Dropbear 0.46, looking over the changelogs there are various fixes that could be pertinent. I'm not sure why a current toolchain works, it's difficult to figure if it's gcc or the code at fault. Might be worth trying 0.48 with the sarge build environment?
