About the archive rebuild: The rebuild was done on EC2 VM instances from
Amazon Web Services, using a clean, minimal and up-to-date chroot. Every
failed build was retried once to eliminate random failures.

ignoring for a moment all the maintainers that actually fixed their
packages without much of a problem (which is what we would expect from
debian maintainers), the only 2 complains came for:
* skbio, not in testing since about a year, popcon of 7
* (now) skimage, not in testing since Sep '15
hardly any of them even close to a valid point to even think about
reverting numpy upload.
if you promptly followed these issues up with upstream (as what's a
maintainer is expected to do), instead of engaging in a endless mail
thread, those bugs may have been closed already. I'm not sure it's
helpful for me to continue in this discussion, so hopefully closing
this bug will make this thread stop.
