I tried to solve this by packaging ptex-buildsupport with
tetex-src-3.0.tar.gz. However, now the build fails with:

# Add here commands to compile the package.
# Build pTeX.
(cd tetex-src-3.0/texk/web2c/ptex-src-3.1.5 && \
          make programs)

So obviously the new upstream version (currently 3.1.8) must be packaged
for use with a current web2c. I won't do that, since this is not
something for an NMU.
