It contains my enabled/disabled CA certificates (so it's actually even quite security relevant, and every release Mozilla adds/removes new certs, some of which I wanted to trust, some of which are highly untrustworthy like every CA from China, Turkey, etc.). It my not be a "config file" in the sense that one can easily edit it manually, but it's still configuration. Similarly with gconf/dconf/gsettings
