How long did you wait?
Which kernel version is it exactly?
Can you please boot with systemd.debug-shell [1] on the kernel command
line. This will give you a debug shell on tty9. You can switch to that
shell with alt+f9 where you can inspect the system.

The output of systemctl list-jobs would be helpful.
Could you also strace the running systemd-tmpfiles process and list the
running processes.
