(Current hat: d-i guy looking at differences between testing and unstable for udeb-producing packages.) Since I'm pretty sure the changes in 2.11.0-6.1 are not responsible for the issue you're describing, I'm marking this bug as also affecting the version in testing, so that it stops preventing 2.11.0-6.1 from migrating to testing.
