found in this ppa:

deb http://ppa.launchpad.net/doko/toolchain/ubuntu trusty main
deb-src http://ppa.launchpad.net/doko/toolchain/ubuntu trusty main

just the package: https://launchpad.net/~doko/+archive/toolchain/+packages
and look for the plplot dsc file.

I did now comment out the octave-plplot binary package in the control file for 
now.
