Really? The link is still there but it is broken:
$ ls -l /usr/lib/libungif.so
lrwxrwxrwx 1 root root 15 Dec 7 19:36 /usr/lib/libungif.so -> libgif.so.4.1.6
$ /usr/lib/libgif.so.4.1.6
ls: cannot access /usr/lib/libgif.so.4.1.6: No such file or directory
$ ls -l /usr/lib/x86_64-linux-gnu/libgif.so.4.1.6

/usr/lib/x86_64-linux-gnu/libgif.so.4.1.6
So it seems the libgif-dev_4.1.6-11_amd64.deb is broken. Here is the content:

Maybe the maintainer of giflib can tell us whether the libungif.so link
is in the wrong path or should never be there in the first place. Right
now it just looks like a multiarch bug (which was introduced in 4.1.6-11)
