Since Experimental is a partial suite it should not make a difference if
you pay attention to your resulting changes file (sbuild for example
tries to be uber-smart here). Alternatively, you could use a sid chroot
with 2.4 build-dependencies pre-installed.

We will do an upload fixing lots of bugs (e.g. the ones you commented on
for dh_apache2), but ABI compatibility of the apache2 is maintained to
the current package available in Experimental already. If you want, I
can also host a package somewhere which is the actual candidate to be
uploaded to Sid.
