Gscan2pdf is used to scan documents and make pdf's from them. If you just want
to have a scan of the image, it works perfectly without ocr. I often use it
that way. I hadn't even noticed that ocr was an option, so I wouldn't say that
using it without ocr is unusual.

That said, I think you are right that it should probably
Recommends: gocr | tesseract-ocr | cuneiform
instead of 
Recommends: gocr, tesseract-ocr, cuneiform
