The problem isn't that the build-dependencies are unsatisfied.  If that
were the case, it wouldn't have been built.  The problem is that the
build-dependencies are satisfied, the package is built and the resulting
binaries are uninstallable.

A package which is uninstallable on an architecture is unusable on that
architecture.  That's arguably RC in all cases, it certainly is when the
architectures in question are release architectures (whether you agree
with that classification).
