Why do you think it's a bug in rails package ? Reading your report it looks more like a bug in redmine. For the record, i reproduced taht bug with (these intermediate versions) : redmine 1.1.3-1 rails 2.3.11-0.1 librack-ruby 1.1.0-4 But not in debian/testing.
