You have a separate -dev package too... If you were to only have a
static version of the library (which I would strongly discourage, fwiw,
regardless of what upstream says, but still), there is no reason to have
two packages, everything could and should be in the -dev. Static
libraries belong in the -dev, not in the normal package[1]. Also, any
package depending on libatomic-ops will now break because the .so
simply disappeared. There is no such package in Debian, but still.

Also, you moved the static libraries without adding a proper Replaces:
field, breaking all upgrades.

I suggest dropping the libatomic-ops binary package, moving the .a's
back. You could add a replaces for people who managed to upgrade
regardless too.
