This is not the case in 0.9.3, the latest version of policykit in debian - at least, the postinst script does not start the service. As said in my previous email, running users-admin seems to suggest that it thinks I am running as my normal account, even when I run it from a root terminal or gksu: all users are grayed out except my normal user, which I can edit.
