It turns out this bug exists for all programs in gnome-system-tools.

I have tried the following to no use:

installing gconf-defaults-service
installing policykit-gnome and running /usr/lib/policykit/polkitd
installing gksu-polkit and running this instead of gksu

when i run users-admin as root, everything is blanked out except the user i'm
logged on through GNOME as.

polkit-gnome-authorisation can't be run through a root terminal; when i run it
through gksu or even as normal, all the "grant", "modify", etc buttons are
locked too.

in other words, these programs seem think that they are being run as the user
that's currently logged on in GNOME, even if explicitly run as root.
