Normally it should be OK when one of the two packages closes the bug. That is the sematics of assigning a bug to two packages. However, I am not sure whether that feature of the BTS is used a lot so I wouldn't exclude completely that there is a bug. Please observe what is going on with the packages, if they continue to be blocked from testing migration please talk to the release team.
