Package: libchipcard-tools

Hi,

Micha thankfully provided 4.2 packages via experimental. Install into a
Lenny system went smoothly. Reading KVKs via kvkcard works. Reading my
eGK fails, however, with the following:

 merkur:~# kvkcard read -v -v
