I just made some more testing. I completely removed gdm and installed
kdm. This fixes the problem. Gnome-volume-manager now starts every time
I login. Automounting also works every time.

I then re-installed gdm and started using gdm again. Problem did come
back. Gnome-volume-manager again does not start at first login and
automounting does not work.

So this bug might have something to do with gdm. Maybe gdm fails somehow
at first login and it then affects gnome-volume-manager too. 

I'm not sure if this has anything to do with this problem, but I also
get gdm error like this when I try to restart computer from gnome
desktop:

gdm[2984]: GLib-CRITICAL: g_hash_yable_lookup_extended: assertion
'hash_table != NULL' failed
gdm[2984]: WARNING: Request for invalid configuration key
xdmcp/Enable=false
