Yes I can reproduce it. I did create fresh new account just to test this and I do get exactly the same problem. gnome-volume-manager still does not start on first login after reboot. If I reboot, login and then eg. connect USB-stick. then I can see the USB-stick under Computer icon (unmounted) but USB-stick is not automounted and no USB-stick icon comes to desktop. When I use ps-command gnome-volume-manager really is not runnig. If I then logout and re-login then everything works and ps-command shows that gnome-volume-manager is running.
