Is this really true for _all_ the recommendations?  The long package
description does not mention why devscripts-el is recommended, and
that package has its own quite massive *dependencies*.  And what about
lsb-release?  Why do you want that?

I've already moved devscripts-el back to Suggests in svn, after someone else pointed it out. lsb-release is used by dch to determine whether it's running on Debian, Ubuntu or some other derived distribution, in order to enable distribution-dependent behaviour such as the list of accepted distributions.
