Aaron,
Adding 'touch configure' to the clean rule does not work. These
execute after the CDBS rules, not before. CDBS runs 'make distclean',
which then invokes the rebuild. You need to run at the start of the
clean rule, before the distclean.
It may be easier to simply patch out the configure rule from Makefile:
configure: configure.in
autoconf
