Looking at the source package, this uses autoconf, but not automake.
As a result AM_MAINTAINER_MODE will not be of any use because the
Makefiles are hand-written.
The solution in this case will be either altering the Makefile to not
ever do re-bootstrapping, or fix the timestamps. I've not yet had
luck with the latter, but if you look at the root Makefile and its
includes, the dependencies are spelled out fairly clearly.
