Thanks for reporting this! I'm adding a build-dependency on python-dev, however I prefer to spend my time writing code and documentation for libdebtags1 rather than tracking the python policy (aka yet another policy) just for this. I'm therefore leaving the bug open as a call for volunteers to maintain the python bindings for libdebtags1. If someone wants to pick this up, thigs could be made easier for them by splitting the python bindings in a separate source package: that the availability of libdebtags1-pic, as well as the swig interface file being included in libdebtags1-dev, allows to do this very easily (and in fact I did it for the perl bindings due to the involved Makefile.PL issues).
