Common practice to avoid this situation is to answer in the bug log so that everybody knows you're working on it. If not, then expect someone to NMU if your bug is more than 10 days old. I would not blame someone that does a NMU if that's because I was: (1) silent on the bug log ; (2) letting an RC (or even to some extent some important bugs) open for a very long time on one of my packages. It does not means you can't explain to the NMUer why he/she was wrong so that next time he/she knows better. But a NMU is not an aggressive act.
