How curious. "texlive-extra-utils" is in the Build-Dependencies list. It has been checked by me in pbuilder, and by Norbert Preining in cowbuilder. And according to the Debian package website, ctangle is also included in texlive-extra-utils on the s390 architecture. Are you sure that texlive-extra-utils is properly installed?
