I guess that's an other incarnation of the conffile removal after purging tetex-base, does /etc/texmf/tex/latex/config/color.cfg exist? In this case, dpkg -i --force-confmiss /var/cache/apt/archives/texlive-base-bin_2007-7_i386.deb /var/cache/apt/archives/texlive-base_2007-6_all.deb /var/cache/apt/archives/texlive-latex-base_2007-6_all.deb /var/cache/apt/archives/texlive-latex-extra_2007-3_all.deb /var/cache/apt/archives/texlive-pictures_2007-6_all.deb should do the trick.
