Yes, the fact that the slower architectures have all already built the package and would have to build it again if reuploaded, combined with the fact that the only version of ppp-dev available in the archive (once these versions of ppp and portslave are pushed into testing) will be new enough to satisfy this implicit versioned build dependency, is a good reason not to change the build-dep at this time.
