In bug #212646 you can see the reason why I want this to be done.
I have checked on debian-qa and people there seems to agree with
me that setserial is no longer needed to be a part of base. It
should be "just another package that you can use" as far as I can
tell.

The tag important is because I (today) saw the release plans with
hard freeze on base.
