Well, everything is moving away from static boot-time-only scripts and towards event-based handling (e.g., upstart, udev, dbus), so I think that approach is not future-proof. Also, note that ntpdate is deprecated anyway, so I wouldn't spend a lot of time tinkering with the perfect place to call it, because there is no such place.
