Ha! I know that you're literally right but you're playing on words.

I think it is quite well established that /etc/network/if-up.d/* are config files related with networking. This is definitely not the place for time-sync tasks even if running them when interfaces goes up can sometimes present some interest. (I personally don't see the logical connection but that's not the point of my request)

I had strange behaviours with virtualisation hosts running the xen hypervisor because of this automatic time-sync triggered by interfaces going up each time i run a new virtual machine and especially at boot time. I had to investigate quite a long time to understand what was going on.

I've made a workaround for me. But altering /etc/network/if-up.d/ntpdate, can lead to another problem with the next update of the package, and i feel uncomfortable with this.

I think that ndpdate should have his own init script in /etc/init.d/
this would be much more logic and clear.
