Totally makes sense. I think we'll replace LOCAL_CONF_FILE with the conf.d/ implementation.

LOCAL_CONFIG_FILE points to a single file. The idea of a config.d/
directory is that other packages can drop config snippets in there and
alter the configuration. Separate config snippet files having the
advantage that packages wouldn't conflict with each other and an admin
can still alter any package-provided configuration with yet another
snippet that is loaded at the end.
