Ok, but to be sure that this is really the culprit, can you please
increase the timeout to 60 seconds (raise $attempt comparison to 
"< 120") and check that indeed the slow startup is the reason, and not
something else?

Making the timeout configurable is an option, but since I made some
optimization that stops the timeout as soon as the postmaster logs an
error, it does not hurt to just increase it slightly for now. However,
adding a /etc/postgresql-common/options or whatever is doable.
