Executive summary:
The quote signs in the generated German man page seem broken, as well
as untranslated section name appear. By applying the attached patch
this behaviour is "gone". The German team will most likely update the
entire translation if chances are good (enough) that those will be
accepted in the package and shipped to users.
Please add the following patch in your next upload to (at least) fix
this issue:

Hello David,
first of all, thank you very much for finding the cause. The reason
this bug was open for so long was that nobody found it so far. For me,
I would have probably never found it myself. I just spend two hours
trying to figuring out how the aptitude build works in respect to man
page creation and just created a script like the french one (fixman)
which I intended to pose as a fix.

I firmly believe if there is a bug, then it should not be closed.
Until your explanation below, nobody in the bug log indicated that the
fix was so simple. The reason this bug got to po4a was that I inferred
from Christian Perrier that this bugs now somehow lies in po4as
domain. Rereading the bug trail shows me that I maybe was a little
quick on this.
I of course want the bug to be fixed. So having done this wrong
conclusion (and Christian Perriers statement that he will close the
bug in two years again) I tried to progress this bug and
reassigned (albeit poorly, admitted) it to po4a. As it turned out not
to be a po4a bug at all, the ordinary procedure I would have followed
is to be to reassign it back to aptitude (and given that a fix is found,
I now to it with this e-mail).
The probably correct way would have been to clone the original bug,
block it with the cloned one (which would have been reassigned to
po4a), and once this turned out to be a wrong patch, close the cloned
one, and remove the blocking.

As stated above, I believed it not to be unrelated and did not get
that from your first message. For me, there was a wrong formatting
which was not fixed.
And as stated in my reply, I immediately followed your suggestions
about checking the translation in the xml files to narrow down the
problem further. I tried to be as responsive as possible.

I'm not sure what you mean with "look yourself". As stated, I looked
at the files you pointed me at.
Outdated translation: The first part I know. Unfortunately, as stated in
the bug report you quoted by Christian Perrier, getting an updated
translation in is not very easy. About the "lang" attribute, well, I
had no idea that the problem lay there, I (wrongly) assumed that the
makefile(s) somewhow set the language and as stated spent two hours
trying to find that "somehow" (unsucessfully, of course).

#603589 is the program translation update, for the man page a German
team member took over the work but on low priority, as we don't know
if his work will be honored. Once this bug is dealt with, I suppose
the documentation translation will pick up steam.

It's not what makes me happy, but what makes people finding the bug
help. I don't use aptitude, so for me it's completely irrelevant, but
I translate (and look for good translation) for the (German speaking)
users. I'm not for hiding bugs.
Having said this, thanks again for pointing out the root cause of this
bug.
