Only an unusual installation of lilypond would fail to include both
the executable and the documentation. The documentation is Recommended
precisely so that you can choose not to install it if the size of the
package is troubling.

The correct solution is to break the documentation into separate
packages based on the language used, which is #443915. However, that
requires substantial work, and currently has not been done.
