Based on the definition of dependency fields in 7.2 at http://www.debian.org/doc/debian-policy/ch-relationships.html, it seems that the documentation set is better specified as a suggested package. This is appropriate because lilypond may be more useful with lilypond-doc, but no functionality is lost and it is reasonable if the documentation is not present.
